Most organizations understand the headline by now: Article 4 of the EU AI Act requires a sufficient level of AI literacy for staff and other persons dealing with AI systems on their behalf. The part that gets missed is what happens after the training session ends.
If a regulator, internal auditor, procurement team, or client asks how your organization knows its people are AI literate, "we ran a workshop" is not going to carry much weight. Neither is a slide deck, a vendor brochure, or a single screenshot from your LMS.
The real challenge is not just delivering training. It is building evidence that the training was relevant, role-based, repeated when needed, and connected to the actual AI systems people use in their work.
That is where many organizations are still exposed.
The wording of Article 4 is principles-based. It tells providers and deployers to take measures so that staff and other persons dealing with AI systems have a sufficient level of AI literacy, taking into account their technical knowledge, experience, education and training, and the context in which the AI systems are used.
That flexibility is useful, because a hospital, a municipality, an HR team and a software vendor do not need the same training program. But it also means there is no single certificate that automatically proves compliance. The burden shifts to the organization. You need to show why your approach is appropriate, who received which training, how you assessed understanding, and how you keep the program current as systems and obligations change.
In practice, that means AI literacy becomes a governance issue, not just a learning issue.
An auditor does not start with your training platform. They start with your operating reality.
Which AI systems are used in the organization? Which teams interact with them? What risks follow from those use cases? What level of understanding is expected from each role? What evidence shows that employees actually reached that level? Who owns the program? How often is it reviewed?
If those questions produce fragmented answers from HR, legal, compliance, IT and business owners, the problem is not lack of effort. The problem is lack of structure.

The strongest evidence packs are not complicated. They are complete.
Start with a current inventory of the AI systems your organization develops, deploys, or materially relies on. This should include obvious systems such as internal copilots, recruitment screening tools, customer service assistants and model-based analytics. It should also include embedded AI features in software your teams already use, because hidden AI use is still AI use.
For each system, record the business purpose, the team using it, whether the system affects people or decisions, the key risks, the vendor or owner, and the level of human oversight expected in practice.
This matters because literacy requirements are contextual. You cannot justify the right training level if you cannot first show what your people are working with.
Once the systems are mapped, translate them into roles. Executives, managers, operational users, technical teams, legal teams, procurement teams and compliance leads do not need the same depth of knowledge.
A good matrix shows, per role, which AI systems are relevant, which competencies are required, and which training path applies. For example:
This is one of the first places where weak programs fail. They treat AI literacy as one universal awareness module. Article 4 points in the opposite direction. Sufficiency depends on context.
The next layer is the training design itself. Document what is taught, why it is taught, and which roles receive it.
That means keeping a current curriculum overview with module titles, learning objectives, delivery format, duration, update date and target audience. If you use a mix of self-paced learning, workshops, scenario exercises and microlearning, document that mix clearly.
What matters here is not academic perfection. What matters is traceability. An auditor should be able to see that your curriculum was intentionally built around your AI use cases instead of copied from a generic internet course.
This is the evidence most organizations already have, but usually in the weakest possible form.
Completion data is useful only if it can be tied back to people, roles and required learning paths. A raw export from an LMS with names and dates is better than nothing, but it does not show whether the content matched the role, whether critical staff were in scope, or whether the training remained current after system changes.
The stronger version is a register that links each employee or function to the applicable AI literacy path, the modules completed, the completion date, the refresher cycle and any overdue actions.
In other words, attendance is a component of evidence, not the full evidence story.
This is the part many teams skip, and it is the part that gives the rest credibility.
Article 4 is about literacy, not passive exposure. If someone completed a module but cannot identify a risky AI output, does not know when to escalate, or cannot apply the organization's policy in a realistic scenario, your evidence remains shallow.
That is why practical assessment matters. Short quizzes help. Scenario-based checks are better. Role-specific simulations are best. If an HR manager can work through a recruitment scenario, identify where human review is required, and explain what documentation needs to be retained, you have much stronger evidence than a completion badge alone.
For that reason, interactive practice is not just a learning design preference. It is also a documentation advantage.
AI literacy should be anchored in formal governance, not treated as a side project owned by one enthusiastic manager.
Your evidence pack should therefore include the policies, standards and decision records that show the program is embedded in the organization. This may include your AI governance policy, acceptable use rules, training policy, ownership assignments, escalation procedures, board or management reporting, and minutes showing that literacy risks have been reviewed.
This matters because a mature program shows management intent, operational follow-through and accountability. Without that trail, training can look ad hoc, even when the content itself is good.
AI literacy expires faster than many compliance topics. Tools change, policies change, features change, teams change, and the legal guidance around the AI Act continues to evolve.
That means the final part of the evidence pack should show how the program is maintained. Keep a review log that records when the training content was updated, what triggered the change, which roles were affected, and how the updated material was rolled out.
Examples of triggers include a new AI tool entering the organization, a high-risk use case being identified, a policy update, a vendor change, a documented incident, or new guidance from the European Commission or national authorities.
A program without refresh logic quickly becomes a historical record instead of a compliance control.
Imagine a municipality using AI-assisted summarization for citizen service workflows, a procurement chatbot for internal staff, and an external vendor tool that helps rank incoming requests by urgency.
A weak approach would be to assign everyone the same one-hour AI awareness module and file the attendance sheet.
A stronger approach would map the systems by team, identify where public sector risk and transparency concerns arise, assign different learning paths to service staff, managers, procurement and legal, require short scenario assessments for each group, and store the resulting records in one place with a clear owner and annual review cycle.
The difference is not bureaucracy. The difference is whether your documentation reflects the reality of how AI is used.
Across sectors, the same failures appear again and again.
None of these mistakes come from bad intent. Most come from the assumption that AI literacy is a communication task. It is not. It is a control environment.
The smartest time to build your evidence pack is before there is an audit question, a client due diligence request, a regulator inquiry or an internal incident.
Once those questions arrive, organizations usually discover that the underlying pieces exist, but they live in five different places. HR has attendance data. Legal has the policy. Procurement has vendor notes. IT has the system list. Nobody has the full chain.
That gap is exactly what a good AI literacy operating model closes.
